American Sign Language: "tend" ("tend to," "tendency")


 

The movement is outward and a very small amount downward.  Note: I'm not twisting my wrist here.
The palm orientation is palm back not palm up. At the beginning of this sign, the middle finger is touching the torso. Then the hand moves outward, away from the body and down just a bit.
